    It’s more about the quality of the links than the quantity.
    You want to try and get really good quality links that are relevant to your site. These tend to send you traffic for a long time – longer than say a directory would.
    By having links on relevant site it qualifies the traffic going through to your site.

    To be honest, the number of backlinks does play a role in page rank, but it is not the only thing. The higher the number of backlinks, should help to increase your PR, but you also need to realize that the sites you are linked to also nee to be relevant to your site to help in increasing your PR.
    You should also concentrate on the number of actual visits your site receives to be a factor. You could have thousands of links to your site but if you only get one visit, then it’s worthless.
    Quality backlinks and traffic is the way to get your PR bumped up.

    Here’s a quick list:
    To get a Page Rank of 1 you need 18 backlinks from PR 1 site.
    To get a Page Rank of 2 you need 101 backlinks from PR 1 site or 18 from PR2 or 3 from PR3 or 1 from PR 4.
